WifiMetrics: use SoftAp return code metrics

Add calls to populate SoftAp startup return code values to metrics.
This CL also adds the handling of these metrics in WifiMetrics.  The
newly tracked SoftAp start return code metric is also added to the
WifiMetricsTest.
