WifiNetworkSelector: Retrieve updated WifiConfiguration

Retrieve the updated WifiConfiguration for the selected network. The
updated  WifiConfiguration will contain the Scan Result candidate set
above (WifiConfigManager.setNetworkCandidateScanResult()).

Test: Manual verification that we connect in the first network selection
attempt.
Before this CL, the connection would work only in the second network
selection attempt.
Test: act.py -c wifi_manager.config -tb dut-name -tc WifiNetworkSuggestionTes
