passpoint-r2: Implement getMatchingPasspointConfigsForOsuProviders API

Service Friendly Names in OSU Providers ANQP response will be saved when
installing Passpoint profile on the device.

The information will be used to find a matching Passpoint configuration with
comparing the service name of OSU Provider.

Test: ./frameworks/opt/net/wifi/tests/wifitests/runtests.sh
Test: tested with R1 AP for installing profile and R2 AP for connection
