Cherry-pick: Skip unnecessary wait in driver unload This helps to save the WiFi service start time from 291ms to 58ms measured on marlin. Bug: 33752168 Test: on Marlin Change-Id: I55ab09a2b3605a13cc5c1945986d69ce7ed84170
