ISupplicant service & iface initialization Created new class WifiSupplicantHal for calling the new HIDL supplicant hal from wifi framework. Is initialized from WifiStateMachine after supplicant is enabled by wificond, preparing ISupplicantStaIface & ISupplicantP2pIface. Have disabled the initialization for now, code is inert.
