WifiNetworkSuggestionsManager: Auto approve carrier provisioning app Auto approve app with carrier provisioning permission to allow them to manage suggestions from the carrier. Also, pass in the uid of the calling app from WifiService to WifiNetworkSuggestionsManager.add().
