[NAN] Initialization changes to make sure that callbacks are registered. - On disable: execute commands before uninitializing the NAN (not good enough since can't force command order execution in queue) - On enable: set HAL init flag to false to force re-registration (not high cost) Bug: 29105100 Change-Id: Iea6748aea2f73d26e2d63c17e6442e884ebc273f
