[AWARE] Use a NANv3 compliant TLV structure for L3 info

Codebase used a custom TLV format to transmit L3 info between
Android devices (L3 info = port+transport-protocol). Convert
to use a NANv3 compliant structure. This will allow (once
underlying firmware supports NANv3 and is enabled) interoperability
with non-Android devices.

Note: no ACTS tests yet due to bug with app_info transmission
between devices.
