Add more capable Settings abstractions to accomodate IpManager IpManager contains an AvoidBadWifiTracker which makes various settings checks. Add a MockContentProvider with noop implementation. Bug: 31827713 Change-Id: I9c03c379d2f94fa6f751e2f97a68a5ba1a8eea8b
