EmergencyCallBack: Fix ecbm property value - TelephonyProperties.PROPERTY_INECM_MODE indicates whether the phone is in ecbm mode. It is not subscription specific - In current implementation, since phone type is either GSM or CDMALTE, the ecbm property gets set as a subscription specific property Change-Id: I65520cc0be36b8be13368b723e310b15a827517e CRs-Fixed: 1058534
