Fixed UT request issue over IMS Currently UT request is not going over PS (IMS) even when useImsForUt is true but the isImsEnabled is false. This changed make sure when useImsForUt is true, the UT request should go over PS call. Bug: 37263750 Test: manually test Change-Id: I70b67d60a775dc3cf74e3f334b9a0b5a9a088685
