Telephony: Allow data call on non-dds without prior PS attach. - Expose a protected api to get attach status. - Override the implementation to simulate ps attach for non-dds on-demand PDN activation requests. Change-Id: Idfd0b9689142ba8418153501f0886129505d34f8
