Set thread priority to background in Volley. This change sets the priority of all created threads in the Volley library to Process.THREAD_PRIORITY_BACKGROUND as proposed by the framework for threads running things in the background. Change-Id: I919a70fbe2f46e8089fc5af55e8aabe8c11c7262
