Disable jack usage for the RS support library. Bug: 22693954 We need classes.jar to be constructed for use with the prebuilts/sdk version of our tools (for unbundled branches). Jack doesn't support that model. Change-Id: I55c8818e38f22aaf7d43db2dd286d931568367c5
