Delay calling setEnabled to the end of the constructor. setEnabled is now called at the end of the constructor when everything is initialized. Bug: 31017118 Test: Added SwipeRefreshLayoutTest#testSwipeDownToRefreshInitiallyDisabled Change-Id: Ib88d7a075a439cb49ba745f6cdcff3cf12ce771d
