Fix TintContextWrapper not always handling vector assets Caused by a race condition in the theme and resources instantiation logic. Fixed by moving all instantation to the constructor. BUG: 29600970 Change-Id: I2f7da8b60a4feec8f04230fb4559a0b52495b723
