Utility to read NetworkInfo from broadcast. Correctly asks ConnectivityManager directly, instead of using the potentially-stale EXTRA_NETWORK_INFO from the broadcast. Bug: 6936247 Change-Id: I2c8b10cf86296e210cb45a2338961e8c17d205d6
