Add basic presubmit hook config for frameworks/support. Enables the following built in checks: Check for "Bug: " in commit message Check for "Test: " in commit message Check for "ChangeId: " in commit message Bug: 31494824 Test: Tested manually with a CL that was missing bug and test lines.
