Update the support lib for final API version. 1. Update the SDK level check to use the official API number. 2. Updated the permission checker to use checkOp which now allows checking app ops for another UID since noteOp has side effects and a package cannot use it cross UID without a signature or system permission. bug:21596411 Change-Id: I61bc08d943f2779caba62c4686880a8d5c295107
