Powerhal: Add sessions' jank frames into buckets.
Put the jank frames into different buckets based on the reported
duration of the frames. Currently dump the bucket counters and
percentage info into dumsys log.

Test: adb test adpf_test;
adb shell dumpsys android.hardware.power.IPower/default.
Flag: NONE powerhal doesn't have a flag yet
