thermal: Add sensor outlier temperature monitoring - Add support to monitor for Outlier temp (very high / very low) - Add support to log such scenarios in a ratelimited way (20 loggings per day) - Add support to configure the monitored the sensors via thermal_info_config - Avoid initialising stats if any sensor / cdev parsing failed Bug: 238326225 Bug: 235541510 Test: build locally and verify by lowering the thresholds Change-Id: I902bdb5e11906204fb89ebcfaa6a369d737fab2e
