pixelstats: Detect overheat mitigation event
When an overheat event occurs, the USB port overheat mitigation driver
will notify userspace that the event has ended with a uevent CHANGE
message from the driver. The driver provides sysfs files that userspace
can then read to get statistics about the event. It is expected that the
driver sysfs path will be consistent between pixel products.
Test: observed USB port overheat event upload logs in statsd
