thermal: link ODPM power with thermal
Test: 1. Verified with emul temp, for low CPU/GPU power cases, the
throttling can be cleared
2. adb shell lshal debug android.hardware.thermal@2.0::IThermal/default
3. adb shell dumpsys thermalservice
4. Verifi Sarge and Redfin thermalHAL shutdown protection with emul temp
