Add IGnssConfiguration Interface Bug: 31974439 Test: On enabling additional logging on the conventional GNSS HAL, it could be seen via logs that the config parameters were getting set correctly. Change-Id: I2cb35fbd3484035b0b1ffba8675951be400fd40c
