Add VTS test for dynamic output shape.

Test dynamic output shape with generated models when
- Dimensions of output operands are fully specified
- Dimensions of output operands are unspecified with sufficient buffer
- Dimensions of output operands are unspecified with insufficient buffer

Test: VTS on 1.2 sample driver
