Mark hidl test libs as vendor. They must be on the vendor partition for hidl_test to be able to link to them when the VNDK is in place. Test: hidl_test Bug: 33241851 Change-Id: I23c9e0674aaf33602bc9fde0515eb2f87ce5c60c
