wifi: Fixing Nits

Changes in the CL to fix bugs found while integrating
with framework:
1. Added IWifiApIface.setCountryCode()

7. Add null terminations to strings passed to legacy HAL API's
8. Remove unused |IWifiStaIface.stopDebugPacketFateMonitoring|.
