graphics: add RenderIntent and better HDR support

This adds

  ColorMode::BT2020
  ColorMode::BT2100_PQ
  ColorMode::BT2100_HLG
  Dataspace::BT2020_HLG
  Dataspace::BT2020_ITU_HLG
  RenderIntent::COLORIMETRIC
  RenderIntent::ENHANCE
  RenderIntent::TONE_MAP_COLORIMETRIC
  RenderIntent::TONE_MAP_ENHANCE

and fixes per-frame metadata to be per-layer.  It also clarifies how
the composer should treat certain dataspaces and makes the
corresponding composer changes.
