Deprecate DRIVING_STATUS vehicle property. DRIVING_STATUS is not required from VHAL. It will be derived from other car sensor vehicle properties in higher layers. Bug: 71793754 Test: compile and boot. Change-Id: Ia9f9aeb0e7ff0f16c66422ecb4dc9ad9c152a844
