Add default implementation for tv.cec@1.1 Default implementation based on tv.cec@1.0. Implements the new 1.1 interfaces returning default values and communicating via mocked inputs. Bug: 169121290 Test: manual; VTS in following changes Change-Id: I1642e340e9064ab37670f1998421e3190085d98b
