Add IOmxStore and remove IOmxNode::setQuirks. IOmxStore is used for passing results from parsing media_codecs.xml and related XML files to the framework. Once XML parsing is moved to the HAL side, IOmxNode::setQuirks will not be needed anymore. Test: Media post-submit tests on Pixel phone.
