contexthub: Add VTS target tests
Introduce target-side VTS tests covering the Context Hub HAL.

Test: make vts -j42 && \
vts-tradefed run commandAndExit vts --primary-abi-only \
--skip-all-system-status-check \
--module ContexthubHidlTargetTest
