Cleanup dead code. We no longer implement subscription by periodically requesting get from VHAL layer, so most of the logic in subscriptionClient is no longer useful. Test: atest DefaultVehicleHalTest, manually run on emulator verify subscription works. Bug: 288627179 Change-Id: Ice3824514b3205ca3446baf0086be81eda0c47d6
