compat: Guard aidl shims AOSP supports building the whole bunch of *-ndk_platform.so libraries if NEED_AIDL_NDK_PLATFORM_BACKEND is set to true, so guard these shims in case we want to allow building a single or just a small set of libraries. Change-Id: I0c1bd777fa4c8ee766cc3c134aed351164ddbc0a
