hal: fix audio loss from concurrent usage of 44.1 native and anc support - Audio loss is observed if anc feature is turned on/off dynamically during an 44.1 native playback session. - Since 44.1 playback is not supported when anc is on, handle 44.1 sessions before applying anc configuration.
