Allow split system/vendor image configuration Switch hardcoded system/vendor path to $(TARGET_COPY_OUT_VENDOR). For direct loading of files in code, switch from /system/vendor to /vendor - relying on /vendor symlink for compatibility. Change-Id: I6bdf9894801a77c8f6ec63ae395561ee9de8bbe6
