audio: hal: Enable compilation of parser parser -For DTS passthrough, iec61937 transmission info needs to be extracted from bitstream. -Enable compilation of DTS parser for the same. CRs-Fixed: 2049605 Change-Id: I27ffc2bad83ef29c86592da7ee46d703fda60bf7
