audio: Enable device overlay for audio specific configs Move audio specific device overlay to audio HAL. This helps remove dependency from other overlays and also does not affect other subsytems. Add support for cobalt, change based on 1574052 Change-Id: I1bcee51a17c9c5c880acb04e12e4153d992061d1
