hal: Fix for hang during unloading of primary hal - Creating keep-alive twice was causing keep alive to be in improper state. - To fix this issue, removed duplicate keep_alive_init from platform_init. Change-Id: Id286ebc69712bc58766f775f7f92c516ea25a6af
