hal: enable USE_XML_AUDIO_POLICY_CONF for compilation USE_XML_AUDIO_POLICY_CONF is needed for both STUB HAL and primary HAL. Enable it for both. Change-Id: Id4e2e2b6eafc18f980a45e15a6a015ae11cefe1c
