hal: Convert maxxaudio feature to runtime library Add changes to convert compile time macro for maxxaudio to dynamic feature enable controlled by config store. Default value is true for stock framework and false for vendor enhanced fwks. Change-Id: I2732dd6beec7193a1847148224d44205819a3004
