hal: align ref_cnt of combo device and its split devices When more than one use cases are routed to combo device, the ref_cnt will be incorrect if one of its split devices is disabled. Align ref_cnt of combo device and its split devices to fix this issue. Change-Id: I4afb4a573de68f17d0ff9af63403713065bfec12
