configs: msmcobalt: Update configs to support true 32bit playback
Add entry in platform_info.xml to support true 32bit playback.
Update audio_policy_configuration.xml to support 32b/384Khz using
direct pcm output.Update audio_output_policy.conf with new app_type
entry for 32bit playback.
