config: enable auto config overlay as value added Enable automotive config overlay as value added feature to align with audio policy configuration. This is to avoid boot up issue when bus device is not available in AOSP policy when car dynamic routing is enabled in the overlay. Change-Id: I4df5c892f4c698b04c00cb1f56e537dea8fdc644
