QCamera2: HAL3: Apply TNR only to the video stream

Apply TNR only to the video stream by default, but
automatically add TNR to the preview stream when
the following conditions are satisfied:
	1. resolution <= 1080p
	2. preview resolution == video resolution
	3. video stream TNR is enabled.
	4. EIS2.0
