Do not use perfd by default Add persist.camera.perfd.enable to disable/enable perfd connection from CameraHAL. Bug: 63589458 Test: Test powerHAL hint working with camera and there is no perfd interaction Change-Id: Ic288a494be995f24cc85ceb69539aeb0a2d174c3
