QCamera3: Add a vendor tag to disable HDR+ If NEXUS_EXPERIMENTAL_2017_DISABLE_HDRPLUS is 1, the request will be handled by QC ISP. Set NEXUS_EXPERIMENTAL_2017_DISABLE_HDRPLUS to 0 in still capture template and 1 in other templates. Test: CTS Bug: 65209632 Change-Id: I7d44cc343c70373c50c6615e398c3829e3fe2b1d
