hwc: Remove post processing code blocks from HWC Post processing blocks for HWC were enabled using the compilation flag TARGET_USES_POST_PROCESSING. However the functionality that code blocks served has been deprecated. So removing the code as it is no longer functional. Change-Id: Id57f8ffeb2921261b17c98d071796ec093fc1860
