HWC: use aligned width and height for rearranging ROI While adjusting ROI according to panel restrictions we might go out of bounds. In those cases we should use aligned width and aligned height respectively. Change-Id: I7c1de0b17ccb4d0edb2c0f4735ead4515b521243
