sdm:fb: Add DSPP features programming functionality Adds SetDSPPFeatures and GetDSPPFeaturesVesion APIs to HWInterface. Corresponding FB wrapper specific implementaions are added. Change-Id: Idee3751a54407b6407fd6475878f8987cebc81a3
